Personally I like wing of astel far better than moonveil. Free ranged attacks on heavies and a weapon art that can sunblock a lot of bosses. I think the damage output of the wing is better and it's better for PvE. Moonveil is good for PvP but IMO not nearly as powerful for PvE. But it's also locked behind a very lengthy quest line with a lot of steps. The intelligence requirement feels like it's harder to fit into more varied builds, but that's probably just me.
