As I said, streaks are stupidly easy to achieve, there's literally no trouble doing it. So I doubt the would adjust AI to combat anyone cheesing streaks for perks that don't work. They are broken in so many ways. Mine resets to zero when I die, then when I next exfil shows me at 10+ with full perks.you just need another operator that's definitely not bugged (so if you have active slot 3 on a 0 streak, dismiss that and reassign then go in with that operator and do a contract and extract, that will put it on 1. then swap back to the bugged operator and go in, do a contract and Exfil and you should see a different perk to the one you were ...
