I've built a 770PP Evo III with your 700PP tune that's quite competitive at 800PP level. All the suspensions and others parameters seems to work in the right direction in GT7 , with more or less effect than expected (narrow setting window for some). I've never considerate real life settings or the amount of this specific setting when i set a car. I only apply what i think necessary in this setting window.

For the aero, I used the Type A front and rear, changing the aero to 50/100. Ballast set at 134/50. No power reductions. I used all weight reductions and all power upgrades. No supercharger. It still gives 629hp. The trans is set at Final 3.540, top gear at 340, first gear at 108, evenly spaced the rest.

I ended up spending a bit of time trying to figure it out, and it seems that you need to go to GT Auto -> Customize Cars -> Custom Parts -> Rear -> Type B. For whatever reason that changed the maximum front downforce from 100 to 200 for me.
