F350 on 37s.

Functionally, more tire and less rim is better in terms of performance. Its not like a 20 is a small rim! Especially for the cost. Of course rim and tire choice can effect this. I can say from my experiences if you have mud flaps they will rub on 35" so 37" will for sure.
